Rail Access Framework
For tourist and heritage rail and other third party operators seeking access to the Tasmanian Rail Network, there is now a clear and transparent pathway to operate on both the operational and non-operational lines.
Tasmanian Rail Access Framework Policy
Tasmania’s Rail Access Framework provides the mechanism by which the Tasmanian Govermnent implements the principles of the National Access regime and Competition Principles Agreement. These principles ensure that third party operators are able to negotiate for access to monopoly infrastructure, including the Tasmanian Rail Network.
Access Undertaking
TasRail is committed to working co-operatively and transparently with third party Above Rail operators seeking access to one or more operational sections of the Tasmanian Rail Network.
Network Infrastructure Principles
The role of TasRail (as the Below Rail operator) is to manage the requirements of all Above rail operators in a way that maximises the utility of the railway network for its users, which includes giving priority to freight, works and other users (in that order).

Permits
The TasRail Property Team manages the permit process for any development or construction work occurring on, or within three metres of, TasRail’s rail assets.
Licensing
The TasRail Property Team is responsible for operating the TasRail Licensing system.

TasRail Property Team manages applications to build new, or change existing, utility services on our land or adjacent to our infrastructure.
Access to the Rail Corridor - training requirements
The TasRail Track Safety Awareness (TSA) course is mandatory online training for anyone that is accessing the rail corridor. Completing this course is a requirement to meet permit conditions.

Freight Terminals
TasRail operates from strategically located freight terminals at Brighton, Burnie, Devonport, George Town, Conara and Launceston. Our terminals are designed to support multi modal operations and the efficient, seamless and timely transfer of freight.

With an upgraded, fit-for-purpose rail freight network, TasRail is one of the largest transport service providers in Tasmania, connecting industry and commerce to major shipping ports and freight hubs across the State.
